I can only assume that Fisher Tigers own assault caused an increase of security in the holy land that would make it suicide to try to rescue someone, in this case Ginney which has called everyone to call Dragon a fraud for not rescuing a commander of his. which i feel is unfair due to Kuma and Ivan seemingly also make no attempt to rescue Ginney
so doing another Assult on the Holy land when they dont have the man power to make it out alive would be quite foolish. i bet they all regret not doing something sooner though
