Back when they were initially created, the Emperor very specifically made it so that space marines could not reproduce. They are so much stronger and intelligent than base line humans it would be all but inevitable they would become the ruling class. They were meant to protect humanity, not be it’s leaders. So no sex drive, and sterility.
